Which sectors matter in Ottawa?

Two census employment sectors, the Kanata North technology hub and residents' languages say a lot about what an IT request should specify in Ottawa. In Kanata North, the City of Ottawa's By-law No. 2021-255 names the area's business improvement area board of management among the boards it governs.

Who supports businesses in Ottawa?

Courtier TI does not manage any of their programs and does not act on their behalf.

  • Economic development organization

What should your IT request specify?

Depending on your sector, your data and your website, here is what is worth attaching to your IT request.

  • Public-body supplierIf the project serves a contract with a federal department, the City or another public body, attach that contract's IT clauses: information security, where data is hosted, language of deliverables. Courtier TI does not provide legal or contractual advice.

  • Professional or consulting firmState where your client files are kept, who needs to reach them outside the office and how long you must keep them: these three answers shape the quote for storage, remote access and backup.

  • Technology companySpecify whether the project touches your development and test environments, your code repositories or customer data, and who must keep control of administrator access.

  • English- and French-speaking customersIf your customers or staff use both languages, state which language to deliver screens, documentation and user support in.

  • Public programIf a public program is to pay for part of the project, name it in your request and attach its criteria so the quote takes them into account.

  • Personal information (PIPEDA)According to the Office of the Privacy Commissioner of Canada (page modified May 1, 2024), PIPEDA also covers personal information that crosses provincial or national borders. If the project involves information about your customers or staff, state where it is stored and whether it leaves Ontario.

  • Public website (AODA)According to the Government of Ontario (page updated September 21, 2026), since January 1, 2021, a business or non-profit organization with 50 or more employees must make its public websites accessible: the site and web content posted after January 1, 2012 must meet WCAG 2.0 Level AA, except live captions and pre-recorded audio descriptions. Ontario Regulation 191/11 specifies that these are employees in Ontario. Internal websites (intranet, extranet) do not have to meet these levels. If the request involves your website, state your number of employees in Ontario.

In context: Ottawa had 1,017,449 residents in the 2021 Census (Statistics Canada, 2021 Census of Population, Census Profile, ). 215,705 of 493,140 employed Ottawa residents worked at home (Statistics Canada, 2021 Census of Population, Census Profile, ). 6,420 of the 232,625 employed Ottawa residents with a usual place of work worked in another province (Statistics Canada, 2021 Census of Population, Census Profile, ).

Sample project (fictional scenario)

How would a professional services firm launch an accessible website?

Take an Ottawa professional services firm with enough employees in Ontario for the AODA website rules to apply to it. It would like to launch a new business website in English and French, with a contact form for its clients. The Courtier TI team would first contact it to understand its project: planned pages, content to carry over, languages, information collected by the form and the target accessibility level. Courtier TI would then find the best IT services firm to carry out this project. That firm would present its quote, which could include a design that meets the AODA accessibility criteria, screen reader testing, a record of the issues fixed and a short training session on publishing accessible content. If the professional services firm accepted the quote, the IT services firm would carry out the mandate.

This scenario is fictional and for illustration only.
